    The only public record is the notice in the newspaper.

    It depends on the state that the property being foreclosed is in. If it is a judicial state meaning that a legal court process is required to foreclose then there will most likely be a complaint filed with the county courthouse as well as a judgement hearing. If it is in a non judicial state nothing is required to be filed with the court house until after the foreclosure. The notifications to the borrower vary by state also and are usually a notice in the paper or a posting at the property. You should look up the legal process for foreclosure in your state.
